For receiving ADS-B without spending too much, we recommend the
RTL-SDR Blog V3 Kit:

It is one of the best affordable options for beginners and works very well for receiving ADS-B signals on 1090 MHz. The kit also includes antennas, so you can start experimenting without needing to buy many additional parts.
The RTL-SDR Blog V4 would have been the newer option, but it has unfortunately been discontinued.
For the best ADS-B range, we would also recommend placing the antenna as high as possible and close to a window. Later, you can upgrade to a dedicated 1090 MHz antenna if you want to receive aircraft from farther away.
